Suquamish Tribe taking steps to build new shellfish hatchery
It has become increasingly difficult to secure clam, oyster, and geoduck seedlings for the Fisheries Department and Suquamish Seafoods operations.
A new shellfish hatchery will offer the tribe much flexibility to cover its existing beach enhancement and cultivation needs and plan future expansion of these activities for the benefit of tribal members. The new hatchery will also be designed with shellfish species restoration and research in mind.
The Fisheries Department is now starting Phase I of this project where the tribe will select a site from three potential locations on the Port Madison Reservation and develop initial designs for the new building. Jones & Jones architectural firm has been selected to help with the process. To help guide that work Tribal Council has authorized the creation of a new Shellfish Hatchery Committee. Tribal leaders are now accepting bids for a Project Manager. See below for more details.
Tribal members needed for new Shellfish Hatchery Committee
The new shellfish hatchery will be a significant step for improving and expanding tribal shellfishing activities. Tribal members must be represented throughout the design process.
Tribal Council hopes to appoint five tribal members with an interest in shellfish harvest and cultivation to a temporary Shellfish Hatchery Committee. We anticipate the committee will meet with the project team once or twice per month.
Ideally, the Committee will include at least:
- 1 Fish Committee member
- 1 Seafoods Enterprise staff member
- 1 Culture and/or Sweat Lodge participant
- 1 At-Large member

Tribe seeks Shellfish Hatchery Construction Project Manager (Contractor)
Request for Proposals
The Suquamish Tribe is seeking proposals for a Project Manager to oversee Phase I of the new Shellfish Hatchery Building. The Project Manager will represent the Owner (Suquamish Tribe) during the site selection and pre-design phase of the project. This phase will be completed by a team of architectural designers and engineers contracted by the Tribe (Contractors).
Estimated time period for contract: Approximately June 2024 to November 2024, with possible extension into Phase II of the project.
Project Location: To be determined, on the Suquamish Reservation. Three sites were identified for the site selection process.
Project Scope: A 15,000 to 20,000 square foot utilitarian building with option for offices on second floor to be built near saltwater supply. A Shellfish Hatchery is a specialized building where commercial oyster, clam, and geoduck seeds will be produced for the Tribe’s Fisheries Department and Suquamish Seafood’s Programs. The building will also be used to produce shellfish for population restoration and research.

Responsibilities and Duties:
- Oversee all elements of Phase I of the Shellfish Hatchery building project.
- Assist with project’s budget development.
- Provide site selection and pre-design oversight and review.
- Ensure codes and regulations are being followed, as needed.
- Assist with hiring third party consultants, as needed, for land or geotechnical surveys.
- Coordinate and schedule necessary meetings between the Project Team, Contractors, and Tribal Community.
- Ensure project is executed as planned, on budget, and relay information between stakeholders.
- Communicate project timelines and any necessary deviation from the original scope and schedule.
- Validate that project invoices match work performed by the Contractors and communicate findings to the Project Lead.
- Evaluate progress and provide monthly reports.
- Be available within a day’s notice or less to answer questions from Project Team or Contractors.
Requirements, Skills, and Experience:
- Proven experience as construction project manager.
- In-depth understanding of construction procedures and material and project management.
- Good knowledge of MS Office.
- Outstanding communication and negotiation skills.
- Be a team player with leadership abilities.
- BSc/BA in engineering, building science, or relevant field.
